FuelEU Penalty Estimator
Compute a ship's FuelEU compliance balance — attained GHG intensity of energy used against the 91.16 gCO₂eq/MJ baseline and the 2025–2050 limits — with an indicative penalty figure.
CB = (85.69 − 91.7) × 40,000,000 MJ = -240.38 t CO₂eq. Penalty ≈ |CB| ÷ (85.69 × 41,000) × €2,400. Indicative only — the verified balance uses Annex I per-fuel factors, voyage scope (50% of extra-EEA legs), OPS/RFNBO subtargets and any pooling/borrowing under Arts. 20–21.
How it works
The formula, verbatim from Annex IV.
Compliance balance
CB = (GHG intensity limit − attained intensity) × energy used on scope, in gCO₂eq. Limits step down from the 91.16 gCO₂eq/MJ baseline: −2% (2025–29), −6% (2030–34), −14.5% (2035–39), −31% (2040–44), −62% (2045–49), −80% (2050+). A positive balance is a surplus you can bank or pool.
Penalty arithmetic
The Annex IV Part B penalty normalizes the deficit to VLSFO-equivalent tonnes — |deficit| ÷ (limit × 41,000 MJ/t) — then charges €2,400 per equivalent tonne, multiplied by 1 + (n−1)/10 for n consecutive years in deficit. Paying the penalty does not clear the deficit — the ship remains non-compliant until the balance is resolved.
Sources and caveats
Regulation (EU) 2023/1805 (FuelEU Maritime), Annex I emission factors and Annex IV formulas. The verified figure uses per-fuel and per-engine factors, 50% scope on extra-EEA legs, OPS and RFNBO subtargets, and pooling/borrowing under Articles 20–21. Indicative estimate — not compliance advice; confirm with your verifier.
